Монгол Улсын 2016 оны сонгууль ба шинэ эрин үе

Монгол Улсын 7 дахь удаагийн парламентын сонгууль 6 дугаар сарын 29-ний өдөр зохион байгуулагдаж, парламент дахь 76 суудлын 65-ыг нь Монгол Ардын Нам авч үнэмлэхүй ялалт байгууллаа. Монгол Ардын Нам ялна гэж яригдаж байсан ч ийм үнэмлэхүй ялалт байгуулна гэж хэн ч таамаглаагүй юм. Өнгөрсөн 4 жилийн хугацааны эдийн засгийн хүндрэлээс үүдэлтэйгээр эрх барих нам солигдоно гэж олон хүн үзэж байв. Гэхдээ МАН ийм давуу байдалтай ялсан нь зөвхөн эдийн засгаас болсонгүй. Хоёр өөр үзэлтэй тэргүүлэгч хоёр намын хооронд шинэ залгамж үеийн удирдагчид болон төлөөлөгчдийг дэвшүүлж чадсан эсэхэд чухал ялгаа оршиж байв. Монголын хүн амын онцлогоос шалтгаалаад энэ ялгаа маш чухал байсан гэж үзэж болно. Одоогоор Монголын хүн ам 3 саяд хүрээд удаагүй байгаа бөгөөд 2013 оны судалгаанаас харахад ихэнх нь буюу нийт иргэдийн 65.28% нь 35-аас доош насны залуучууд байна. 2016 оны сонгуулийн үеэр 35-аас доош насны залуучуудын гуравны нэгээс багагүй нь санал өгөхдөө олон нийтийн хэвлэл мэдээллээс олсон мэдлэгээ ашигласан аж. Өмнөх сонгуультай харьцуулахад залуу сонгогчдын хувь ийм өндөр болсон учир чадвартай, залуу үеэ сонгуульд дэвшүүлэн гаргаж чадсан эсэх нь хоёр намын хооронд томхон ялгаа үүсгэжээ.

Харин МАН залуучуудтай илүү ойр ажиллаж байсан нь сонгуульд нэр дэвшүүлсэн хүмүүсийн тодорхой хэмжээ нь тус намын залуучуудын холбоо болон оюутнуудын холбооноос сонгогдсон төлөөлөгчид байгаагаар харагдсан юм. Тус холбоод нь залуу үеэс бүрддэг тул Фэйсбүүк, Твиттер их үр өгөөжтэй сувгууд болж өгчээ. Олон нийтийн болон ердийн хэвлэл мэдээллийн хэрэгслийг ашиглан олон нийтийн сонголтод нөлөөлөх, ил тод мэдээлэл хүргэх боломж бүрдсэн гэсэн үг. Цахим ертөнцөд “Facebook” болон “Twitter” –ийн ханыг нээж харвал сонгууль болон улс төртэй холбогдолтой тэмдэглэлүүд олныг харж болохоор байлаа. Улс төрчид болон олон нийтийн хэвлэл мэдээллүүд залуу үеийнхэнд мэдээ мэдээллийг дамжуулах, харилцахад “Facebook” болон “Twitter”–ийг тасралтгүй идэвхитэй ашиглаж байв. Нэг хэрэглэгч тодорхой хууль тогтоомжийн талаарх мэдээг дэмжиж байхад, нөгөө хэсэг нь шүүмжилж байх жишээтэй.

 

Дэлхий нийтийн хэрэглээ болсон “Facebook” ,“Twitter” нь Монголын улс төрчид болон улс төрийн намуудын сурталчилгааны гол хэрэгсэл болсон бөгөөд хамгийн идэвхитэй жиргээч улстөрч гэхэд 60,000-80,000 жиргээтэй. Өөрөөр хэлбэл, үүнийг УИХ-ын 4 жилийн хугацаанд хуваан үзвэл өдөрт дунджаар 41 жиргээ жиргэж байсан гэх тооцоо гарна.

 

Монгол улс ардчилал эхэлж байсан 1990-өөд онд хуучнаа санаглзах, ухрах хувилбар байсан ч УИХ-ын гишүүнээр 20 гаруй насныхан ч сонгогдох боломжтой ардчилсан тогтолцоог сонгосон билээ. Харин сүүлийн үеийн сонгуулиудаар залуу гишүүдийн тоо буурч, залуусын тоо нэмэгдэхийн сацуу тэднийг төлөөлөх залуу гишүүдийн тоо багасах үзэгдэл үүсээд байв. Энэ чиг хандлагад 29 настай залуу гишүүнийг багтаасан МАН-ын ялалт эргэлт авчрах төлөвтэй байгаа агаад гол нь ийм шинэ чиг хандлага цаашид үргэлжлэх эсэх нь чухал болоод байна.

The 2016 election and the next generation in Mongolia

Mongolia completed its 7th parliamentary elections on June 29th, with the Mongolian People’s Party (MPP) taking a landslide victory with 65 of the 76 seats in the parliament. Not many had predicted the magnitude of the victory, even though the MPP was expected to win. Given the past four years of economic difficulties, many believed there would be a change from the existing ruling party. However, the reason such a large margin was able to swing towards the MPP was not limited to the economy. An important part that differentiated the two main parties was the ability to promote the next generation of leaders and representatives. This was extremely important because of the demographics of the young democracy in Mongolia. Currently the Mongolian population of a little over 3 million, is comprised of mostly young people, with 65.28% under the age of 35 based on a 2013 consensus. At least one third of the voting population was under the age of 35 in the 2016 election, with most of them having access to social media. Therefore, as the proportion of young people increased in Mongolia, the ability to put forward young, capable and educated candidates was the key difference in this election.

One way that the MPP connected to the youth was by nominating candidates that are young themselves, with representation from the party’s youth union and student union. Given that these unions are comprised of mostly young adults, the use of Facebook and Twitter was instrumental. This allows social and general media to have an influence on the voters’ decision and also give transparent information to the general population. As one scrolls through status updates of Facebook and Twitter, many of the tweets and posts are about the elections and politicians. Politicians and social media users are continuously using these platforms to send their message in order to show that they can interact with the young generation. While one user defends certain legislation on one feed, the other attacks. Twitter and Facebook have become the major outlets of politicians and political parties in Mongolia, with the volume of tweets ranging from 60,000 to 88,000 from the most prolific users. Put differently, if you divide this by the 4 years of a parliamentary term, the result is an average of 41 tweets a day.

Mongolia, at its beginning of democracy, had the option in the early 1990’s to gravitate towards the old ways, but instead moved towards a democratic system with many young parliamentary members who were in their twenties. However, in the more recent elections the representation of young people was diminished. A strong negative correlation resulted when the number of young people increased but the representation by young people decreased. This trend has now hopefully stopped with the success of the MPP candidates in this election including a winner of one of the seats, a young man who is 29. Now that the parliament has a few younger representatives again, the key question will be can this trend continue going forward?

Tesla, Panasonic and Mongolia: A common ground?

When my friend told me the story of how Elon Musk gave him a book on Genghis Khan, it was great to learn that someone who is working on conquering the automobile industry via the electric car, Tesla, is a fan of the person who conquered the largest land Empire in history on a horse. Ironically, it may just make sense that he should follow the origins of Genghis Khan and build the next big factory in Mongolia, a country on the border of their largest future customer base, China.

The Coming of a Digital Economy in Mongolia

I was pleasantly surprised when I saw the front cover of the New York Times last year with the story of a Mongolian boy, titled “boy genius of Ulan Bator,” in the September 13th, 2013 issue. At age 13, he had built a sensor system to keep his sister out of harm’s way from cars in Mongolia, and at age 15 he received a perfect score on an online MIT class (MOOC) that was offered to 150,000 students globally.
